FOR IMMEDIATE RELEASE
Dublin - IRE 5/19/2025 – Recent social media posts and amateur game footage have highlighted a concerning misunderstanding of proper scrum formation in rugby. This press release serves to clarify the official World Rugby Union regulations regarding the scrum, ensuring player safety and fair play.
The scrum is a crucial aspect of rugby, designed to restart play after minor infringements. Contrary to some depictions, a legal scrum always involves eight players from each team, bound together in a specific formation to contest for possession of the ball.
The Eight-Player Formation
Make it stand out
Whatever it is, the way you tell your story online can make all the difference.
The Front Row
Two Props
One Hooker
The Second Row
Two Locks
The Back Row
Two Flankers
One Number 8
The scrum is formed by the eight forwards from each team binding together and contesting for the ball when it is put into the scrum by the scrum-half.
The front rows bind together, and the two packs push against each other, while the scrum-half feeds the ball into the tunnel created between them. The hookers then compete for possession by trying to hook the ball backwards with their feet.
The scrum provides a fair and safe method of restarting play, adhering to strict rules and regulations.
World Rugby Law 19.1.1 clearly states:
“A scrum is formed in the scrum zone. It is formed with eight players from each team.”
Any scrum formation deviating from this rule is illegal and poses a significant risk of injury. Attempts to form a scrum with fewer players, particularly with players unsuited for the physical demands of the front row, are dangerous and undermine the integrity of the game. A scrum is not just a restart of play, it's a specialist skill, and those taking part in it need to understand the danger and the techniques that allow them to scrum safely. World Rugby provides comprehensive training materials to ensure all coaches, players and referees understand their responsibilities.
